PCA is a Bay Area-based 501(c)(3) nonprofit committed to cultural preservation, education, and justice. We honor the legacy of the Black American Sailors of Port Chicago, California, whose courage in the face of injustice reshaped World War II and advanced the modern civil rights movement.

We believe their story affirms the fundamental truth that every person has the potential to be a catalyst for good. Through historical research, education, public programs, heritage tourism, community partnerships, and advocacy for historical justice, we carry their legacy forward — ensuring that their sacrifice, courage, and achievements are recognized, honored, and never forgotten.
